To stop outlook from encrypting emails by default you need to do the following:

Create a new email

Click the small Icon to the right of “GpgOL”

Uncheck the checkbox near “Automatically Secure Messages”

Then press OK and you can close and discard the email.

It should now Not encrypt by default
